I think cricket don't deserve stadiums of capacity more than 30000 thousand, only few stadium over this capacity should be made. Like motera , Melbourne Eden garden. 30000 should be max for all the stadiums. As it looks ugly to watch matches with empty stadium when capacity is huge. But stadiums look good when 10000-30000 capacity is filled.

South Africa also has small capacity stadium . Windies bangladesh pakistan stands are always empty even in t20s oftenly

It is highly impossible. So small stadiums are good. Just like England, new zealand. Stadiums are best in terms of capacity. People don't even come to watch ICC events these days. Only in India people watch other countries matches. Other countries are not interested.
