EEE had 43.3 lakh while ECE has 26 lac highest package and also highest packages are mainly given by Amazon, Microsoft, Goldman Sachs, Arcesium, etc

what happen basically these highest packages are always provided by Top MNCs like Microsoft, Arcesium, DE-Shaw, GoldMan Sachs and they actually allow all the branches to sit for placements, so the one with better knowledge gonna take the offer. Therefore, electrical package was higher that year which was given by Microsoft

Yeah definitely study has been affected due to online classes I myself can see it, teachers are not used to with it and can't able to teach properly so problems are there but you noticed that everything is now available online so why not to use this time to learn something new may be any skill, developing any new good hobby, or doing anything which make you better... Also this is now a common problem, for this I'll make a video

Since you are a other state student, so last year closing rank for you was 314, so you should score at least 150 marks which it you can get rank ~250 ( SC Rank ) ( These are based on past year's data so there may be slight deviation )
