Hey Nitecore, can you tell me what the difference between the tip 2 and the tip se is?

Both are bright and rechargeable. Few small and big differences. Tip2 is magnetic detachable so you can take the light off. The usb charging port is hidden and only exposed when you take the light off the base. TIP SE is not detachable and the usb-c charging port is on the side. Now here is the big difference. TIP SE is priced to sell at $29.95.

Can this be charged from another powerbank while still being on and providing light?

Yes as long as the source used to power the SCL10 has a discharge rating that can maintain it, the SCL10 can be operated while it is being charged.
