Some "special abilities" have special effect even when they are in-denial, the infographics is on the gray side of the tokens.

Yes, that's true. That's why they're special, because they break the standard rules. 😊 Probably, I should have said that the in-decline races don't have any special powers *unless that special power says otherwise*.

Yes, I believe so. You can actually attack ANY region on the map, so I don't see a reason why they wouldn't be able to do it on their first turn.
