I'm not a linguist but I'd put serious money on: fat is NOT a noun in this context; it's indisputably an adjective. Fat is a noun when it refers to fat cells, the fat you trim off of meat, reduced (dairy, animal, or vegetable) fat; definitely not a political heavy 'fat cat', which would be classified as a noun phrase, thereby still forcing fat to be an adjectival modifier.
