Change of pressure and mentality can be started by even primary school Muslim girls. To give my own example, I was born in a small nation away from India. Our grandmother and great-grand-mother's generation created pressure on us to wear veils once girls reach 12yrs and start developing breasts. I was my school monitor. An old lady who was on the school committee wanted the veil instituted . I refused. All the girls of the school followed whatever I did. The school principal told her it is up to families. If they want their daughters to wear he had no objection. The matter reached my grandmother and the rest of my family. My answer to my granny was exactly this" that old women on the committee wears veil but no bra and when she walk , her breasts are seen flopping around from a distance" My grandmaa and other family members laughed at my answer.. So that was the end of the pressure of enforcing the veil on the school girls. All girls at school followed me and that was the end of that. So even Muslim school girls can refuse to wear burkhas and nikaabs and not give to the pressures from Mullahs that is impractical this day and age.
