Does anyone know the born effective charge tensor related to the space group ,such as the off-diagonal element equal to zero

There is Wyckoff positions in the title, but this topic is not explained in detail in this lecture. Too many topics in this lecture, but not well organized or explained.

There is a definition"The coordinates of an atom within the unit cell." From this it's clear how crystal is obtained from the lattice + basis.
