This is an EU/UK agreement, i.e. one agreed between Foreign Secretary, Lord Cameron and unelected EU Commissioner, Mr Sefcovic. Hopefully, Mr. Picardo will have impressed upon the UK Foreign Secretary the need to reach a deal to which he is confident the people of Gibraltar will agree.

I agree. I do not know whether a referendum is to be held upon any deal by the people of Gibraltar, but there certainly should be one.
