My best guess is that since they knew 3 was jailed and saw what 11 had said, the witch wanted to witch 11 off 3 so he couldn't be exed, but they wanted to make sure 11 died so the rit also guessed 11 as jailor to make sure he would have died in case a TP might have been on him. But instead it backfired horribly.
