In what program or app you did this? Procreate? Which one you recomend for tracing and doing sketches ?

This was done in Procreate. I think Procreate is slightly better than Morpholio in that it has customizable brushes and better image manipulation tools. On the other hand there is also Morpholio that has some bespoke - architect oriented tools. And I think also Concepts app, which I haven't tied yet. I think Procreate is a very good choice most artists use that, but you should test others too at some point..

3D softwares like sketchup cost some kind of money netherless rendering programs like luminion or rhino or v-ray that ask 2000-3000$. there is almost no more design with hands most of the work is done by the software itself. these kind of programs are dead to me if i want to render i sketch myself and the i use mid journey.

I agree, rendering software is expensive and I personally dont mind paying for CAD or BIM software depending on the project. But, i think over investing in rendering software is often overated! Drawing is great because it's so incredibly fast, you can do changes on the fly and it so much fun!
