So basically the game explains that ULF took control of Urzikstan after Makarov went in prison (shown in "Flashpoint") so Makarov started launching False Flag attacks = american missiles (given by shepherd), russian chemicals so it looks like ULF is a terrorist organization Also on the plane, Konni soldiers were pretending to be Urzikstan Soldiers hijacking a plane full of russians, so Makarov was killing his own people just to get revenge and what he wanted, (Hence why "No Russian", just like in the OG one where they pretended to be Americans)
