Insane one. Put him leagues above Luffy in observation haki at that moment in time. Sure, Luffy would surpass him when he unlocked future sight in the Katakuri fight, but this establishes how ridiculously good Sanji is with it. By the end of the series Sanji will most likely be the best in observation haki period.

How? You can dodge it as long as you have normal observation and are faster than it. Heck you can even dodge it without observation but Sanji needed to use it because he wasnt looking at Kata. We know what kind of level observation haki can go (it would be a spoiler) so normal observation is not that impressive
