this ghost face is not from the movies so you can't say that he should have a cell phone because of that. after reading his lore though he is probably from a modern world so a cell phone wouldn't hurt his character but again flip phones have never had selfie cameras (as far as my knowledge goes) and to give him a smartphone would look very odd so a camera is the best choice in my opinion. because we don't know what time period he is from the camera keeps that info ambiguous.
