What's the genuine translation of The concept "minimalist program"?

why not apply the structure of the brain where the left side is rational and the right is intuitive. The rational side is always the same but the intuitive has infinite variety. For language the meaning and ideas are always the same whatever the language ,in general coming from the reasoning side.. The actual words and grammer and phonetics however are infinitely variable hence they emerge from the intuitive side of the brain.
