So a lot of character's lore is actually kind of split between league and and LoR. Tahm Kench in league is the demon of avarice. Whenever he senses someone desperate, he shows up and gives them a contract. He can just straight up grant wishes. Then when the debt has to be paid, people assume he's gonna hold himself to the contract, but nope, he just eats you. The entire "river" business is just kind of weird. In LoR he is like a fish mafia boss? He has tons of fish vastaya that work for him in underground boxing rings and gambling and such. Idk man.

I don’t think he just ignores his contract, but more accurately words them in a way that he gets to eat them, as in ‘you will let me in and treat me to a meal’ kinda stuff. He feeds off of the suffering of others, so he gives desperate people everything they wanted, and then enjoys their suffering as he takes it all away. About the mafia stuff from LoR, we could just assume that’s what he does outside of making contracts to eat people so that he can enjoy fine food and other things.

I'm still positive he's a demon. Just that he can take form of anything and decide to become a fat frog (which is kunda fitting). He seem to be more lazy and pretentious than most other demon like fiddle or eve who just roam around and hunt their prey in a savage like manner. I assume Tahm just sit there waiting for people to come to him instead and for that purpose he hire and form an organize group of people working for him to be his eye, ear and muscle just so he don't have to do anything and only enjoy the meal when the time come. Otherwise it just doesn't make sense why would he enjoy eating miserly greedy people unless he's a demon.
