The clip is from Cyber City Oedo 808 (1990-1991). The cop here investigating the problem is Shunsuke Sengoku, and the name of the wired 'dead' corpse with the name Y-Amachi (Yoshikazu Amachi) who's hijacked the whole system has a long history in this.
