It's because it's playing with the OLD Noise (the one that had the same moveset as peppino)

I almost dont think the color palette is hideous, its loud and crazy like the noise BUT it would hurt my eyes after too long. I would help with this by making the level sometimes that palette but also use the original john gutter in some places as a way to make the palette hurt your eyes less without actually changing it to something else. You could explain it with the noisies not being done painting it

Looking back at this, i have to admit i dont know what drugs i took to make something like this, i made another NG Tileset but this time your eyes wont decay, i used the colors noise has, pretty much.
