No one can take out someone as big as Nipsey unless they get the okay from the boss. He had to give the okay because he knew Luce was getting closer to Nipsey and eventually would give the okay to Luce to move on him. He basically knew that he probably wouldnt be getting anything else from Nipsey, especially since Nipsey blatantly ignored the Kalid situation. So he figured he would not do anything if the opportunity presented itself and kill 2 birds. He stopped the Nipsey/ Luce relationship and he prevented anyone from surpassing his influence, especially Luce cannon who is looking like a raising star.. Its not dumb and I dont think anyone who raises to the top in LA gangs is stupid or lacks foresight. He might be slow but he aint stupid, be it was kinda the only move he had to maintain power.
