The reason why you get the recent apps when you swipe up is because in pure stock android 9 with the navigation gestures, when you just swipe up from the home screen, the recent apps menu opens. To get to the app drawer, you'll have to swipe up again

If you want to access the app drawer right away, you shouldn't swipe up in the navigation bar area, but instead in the centre area of the screen
