Been thinking about nomad a lot. Imho this class has the best synergy with the Veteran because Veteran's ult can give stim which you need if you want dps as a Nomad, and gives automatic crits which goes with the Nomad's +crit perk. Without the Veteran's buffs I don't think there's much point to the Nomad's long range dps build and you would be better off building exclusively around fear.

The skill card for consecutive shot increase from 25% to 200% is only for the markza weapon?

It’s consecutive critical hits so it would work for any ballistic weapon including Markza, Longshot, Lancer etc…

If you pop fear next to a boss do you get the double damage on them for a few seconds even though they don't get effected by the fear?

Nope you only get the double damage on enemies in Fear itself. So it won’t work on main bosses such as Swarmak, Matriarch, Snatcher, Wakaatu, Carrier & Kestrel. Mini-bosses like the Flock - Fear doesn’t work on. It does work on the Stump and Sentinels. Wardens are normal enemies and can be put under Fear also.
