this is something which people should understand themselves, i seriously don't understand why we always blame govt., it's not govt. who said people should honk without any reason, break traffic rule or throw garbage on street. if govt. have to make rule for every single thing than what is good about us being human. and if sometime govt. try to make some rule about these thing peoples start to cry. for example everyone want to people to keep trains (and others train too but mainly start from vanda bharat) clean from tobacco splits marks, but when fine was 500 rs. opposition said they are looting poor people, they can't afford that money, do you think even after all this someone want to listen govt.? because if everyone can easily afford to pay fine, they won't follow, and said to say these so called poor people have money to buy tobacco and split it anywhere but they don't have money to pay fine.😏
