It looks delayed cause you couldnt have 35% haste as mage, maybe? Old wow pvp is so slow

Haste wasn't really a good option back then. Spell casting was slower, but the spells did hurt a lot. Haste stacking got crazy in wotlk where certain mage builds caster frost bolt for 0.8 secs and even less and that's the PvP builds that I'm talking about.

good thing u told me about wotlk lol, im lvling arcane mage in wotlk lvl 76 atm and arcane blast cast time is 2.2 which is fucking ridiculous. hope i can get it to 1.4-1.5 sec cast time

Already started to be a thing in TBC at like S3, you could get a second ice lance off during nova. FB, IL, IL. You mainly softcapped it for the global cd to do that, overdoing it was bad.
