Dirriba, thank you for your comment. NX, NA, NB, .... are the mean annual rainfall of of the station which is missed (NX), the surrounding station ( NA, NB,..). So, to determine those values, first you should have to select non missed years in each station and find rhe annual rainfall, then take the average of the annual rainfall, that is the value for the corresponding station. I hope you have understood the idea.

thank you for your comment Abdou, to Answer your Question you can generate a WGN user using the SWAT weather database you can access the statistical software from SWAT.tamu
