best time to visit Goa is Sep to Feb! these are the peak season times along with the pleasant weather, If you want to avoid little rush.. better go in Late Jan or Feb!! About Budget: Rates are quite high in Dec due to Christmas & New Year. To enjoy Goa at reasonable rates, choose either the beginning of season (Sep) or end of season (Feb-Mar) During rainy seasons (July-Aug) Goa is very cheap but u won't find any water activities ! Hope it helps ! !
