There are two reasons for this. Number 1, it enabled the Koreans to test the weapons they've been developing. Number 2, it gives the Koreans practical experience in war. There's a third benefit though... deterrence, that is, if the other side has any sense.

There is no deterrent when your own lands have been invaded. Ukraine knows it has to fight on until Putin + Orcs have gone Tensions erupted into the Korean War, which lasted from 1950 to 1953. When the war ended, both countries were devastated, but the division remained. North and South Korea continued a military standoff, with periodic clashes. The conflict survived the end of the Cold War and is still ongoing.

Kim isn't an idiot. The main reason he wants to send his troops to the Ukrainian conflict is because he desperately needs troops who are experienced in modern warfare. This is the one thing military drills cannot even begin to approximate. The reason Kim wants to rid of his stockpiles of shells is also rather simple. Utilization. These shells have a shelf life. already at least one out of 10 is a dud. It is far cheaper to pass these shells to Russia in exchange for being able to build more modern arms than to employ thousands of North Koreans to safely disassemble existing stockpiles. Russia's idea is to be able to fight and win this war with minimal losses and so far they're pretty close to that goal. Just looking at the difference in aerial photos of Russian and Ukrainian sides near the point of contact and aerial photos of Russian and Ukrainian cemetery plot growth paints a compelling picture no amount of CIA propaganda could possibly erase. Ukrainian side of contact line looks like the surface of the Moon because of just how many shells Russia is firing every single day. Ukraine can barely match 1/10th of that number. So who is experiencing greater losses? Russian cemetery plots have undergone only a modest growth compared to pre-Covid years, whereas Ukrainians are running out of space to bury their dead soldiers. So it's pretty sad hearing Washington's media gloat about Russian losses while their miserable amount of "help" is only instrumental at continually wiping out the Ukrainian population.
