Idea: North and South joins as a united nation called Korea, but both halves are still self-governing states. The northern state will be called Chosun (aka North Korea) and the southern state will be called either Hanguk or Namhan (aka South Korea). Both King Jong-un and Moon Jae-in will be the leader of their respective state, and being co-representatives of Korea as a whole. So while they set up their own laws normally, like they do now, the goal is for them to agree on unified laws applying to Korea as a whole, and eventually in the future only having unified laws and no local laws. For national election, to ensure that both states contributes 50 % each, one Chosun vote will be worth twice the power, since they have half the population. But this power should be based on the population numbers and be adjusted over time.
