4:20 you can see south korean flag. And on the right where it says 강남 공인중개사 사무소. 강남 is kangnam as in kangnam style. So it's Seoul. You can also see to the left where it says 강남 터미널 which is Kangnam terminal. You can find many south korean stuff like hagwons and skin care centers. Also the korean soldiers have the most standard Seoul accent. No way in hell this looks like north korea.
