How did you blur number plate on unmarked video can't find anything that does it

Select some editing software and google a tutorial on how to blur moving objects on it, I recommend Davinci Resolve to edit videos with a computer.

Lots of time and patience lol, I use Premier Pro but there are a lot of other good editing software options available, my best advice is KZbin how to do it and take time slow and steady wins the race 👍🏻
