I don’t think it’s actually settled that it’s a thin layer of water, or some other mechanism such as a sort of transitional phase of non crystalline water or something else going on at the surface (I’ve at least seen some studies and simulations on this topic). Certainly though the effect does clearly only occur at higher temperatures.
