Yes, it has been passed. Those international students have to pay. the fees depend on the course you are taking. Foreign students have to apply early. Contact the international office of the university

Secondly please how do one get to deposit the proof of funds after admission and how secure is it? And does the school helps to apply for Visa or you have to do all by yourself. I think the main reason why they introduce fees is to reduce the number of international students and make sure that the only ones coming are the ones that intend to stay, learn the language and become part of their work force after schooling, because norway is about 3 times the size of Nigeria but with only 5million people which is not really a sufficient population and a lot people who come end up leaving either because they can't learn the language or they don't like the weather

People from Asian countries take loan for the living expenses to study in norway. So I don't get the logic that the international students who really want to learn in Norway will come when they charge tution fees. It's a dumb take. The only people would be able to come will be the rich and the not the qualified people. Also why would the rich pay that much amount of fees if they can get the same education in a country with better universities and chances also taking the discrimination of the government into the account. Also most people who come to Norway are from Asian countries which have really cheap education. So government making a statement that Norwegian people have to pay for them to study abroad so they are charging tution fees to international students doesn't fit the narrative. Why exclude EU countries then? They also charge tution fees.

The price will be what the education costs the university. So it will be from 50k-200k or so each year depending on the education.
