I think they didn't care to spectate him more than a few times because its extremely hard to "actually" know in this scenario. The data that is "sent" by teamfortress can only be so exact, so because fatmagic flicks so fast, it might 'seem' to a spectator that he didn't move his crosshair all the way to the target. I think its more telling that the person that did spectate him for a while flip-flopped on whether he was cheating or not. This was probably completely caused by fatmagic hipfiring. When hipfiring, at a lot of the ranges he was firing at, he was able to "smoothly" move his crosshair over the targets, while enemies that were extremely far or extremely close he had to flick at, causing it to sometimes seem like he was cheating and sometimes not. When he's scoping in, every target seems like they are extremely close, so they end up having to flick most of the time, so they "always" look like they are cheating.
