I've always thought skill checks should be guaranteed after a certain amount of time passes, you should get at least one over the duration of an action.

but they dont, which is why mclean(?) got all salty trying to do a tome challenge for like 8 skillchecks in a game or something, and he couldnt get it done. So he recoded toolboxes to give a 5x chance of a skillcheck. Now you know. Its also the main reason Autodidact is not worth using.
