I feel he will want firstly win something with Rangers, which is probable but by no means certain. Secondly he will wish to leave a legacy for the club and that takes time. Klopp has just signed a 5 year deal which would give Gerrard a better chance of achieving both of those ambitions, assuming he is pencilled in at Anfield. .
