Tebogo concerns are understandable. His sentiments on other countries that could be eating our country's lunch. Our view on this regard could obvious. However, looking at this issue differently- the NPA is often assessed in isolation - while the NPA belong to a security cluster. The cluster also involves correctional system and justice policies. NPA also has to manage the high rate of repeating offenders. This mirrors the level of effectivity of rehabilitation programs. Maybe our rehabilitations programs are set up for failure by socioeconomic policies that proliferate disparities that are academically reported to breed escalated levels of illegalities across the world... The across the world coincidentally becomes ex-colonies... Lastly- just to revisit the issue of European and US eating our lunch- a question must be asked where does US or European Prosecution obtain their facts on issues that occurred in South Africa? Now given Civil Society that is receiving huge funding from these states- How are these civil organisations accounting to the states that funds them for Rule of Law research, advocacy, litigation and mediation? Is it not possible that their research reports and timeous performance reports are the one’s that enable the other countries to eat our lunch? In this regard- there is huge funding disparities between civil society that is founded by different demographics- This civil society is not making noise about rehabilitation performance. The very same civil society turn to have the loudest voice in policy formulation. Can we ever have a time when civil society can take some form of responsibility for problems facing democratic government? Is it possible that there is corruption taking place between civil society and international funders? We know nationally there are corruption reports between civil society and some domestic funders. May NPA if it can take a close look at civic society - maybe it can unblock the pipeline of justice system. Just a view.
