It happens randomly. Sometimes it's a woman, sometimes a man. I'm almost sure I've seen that NPC actually getting into that car and driving away. Funny stuff!

Yeap, that was the first time I saw an NPC do that. He was not aggressive as police but he did bring his weapon and join them.

Pull up your in-game smart phone and use its camera, call a police/gang attack on someone and watch them fight 😀 This is what I'm doing in my videos, also if you level up you social engineering skills you can call higher level polices with more armor on NPCs.
