Dear Csongor, will it be possible to control the opening and closing of the external blinds on the windows according to this panel? would the weather application control the blinds according to sunrise and sunset? well thank you

You can set up scenes that trigger on sunrise and sunset, and those can move your blinds up and down. So yes it can be done.
