Acquiring academic certificates is not an assurance that a person is reformed and transformed partially or fully. There very many highly qualified Kenyans who commit and commiting crimes every day. The only difference is that they have not been tried and convicted. This reminds me of a person who defiled a minor many years ago and went through administrative action. Later he got reinstated to his profession and after further years of working he once more engaged in another defilement case which resulted to summary dismissal.
