Sideways Sword Fish, I'm a Chemistry major, and I can explain what happens in a nuclear meltdown. Basically, radioactive materials undergoing fission release a lot of heat. They also release radioactive particles. Because of the heat they must be continuously cooled by these huge tanks of running water. When the water flow doesn't work properly or too much heat is produced for the water to absorb and wick away, the container the radioactive material reacts in literally becomes hot enough to melt holes in the container. The radioactive material can then leach out and contaminate things like ground water. You are correct in saying that a meltdown does not cause an explosion, however some reactions produce hydrogen gas as a byproduct. When hydrogen reacts, it explodes into a flame quite violently, and this can not only destroy a power plant but also release radioactive material into the air. In fact, this is part of what happened at Fukushima. Chernobyl's reaction was slightly different, where high volumes of steam caused too much pressure build-up in the already-melting core.

@jadenandrewfeisley The Civil Defense Office and order a "No Pets Allowed" law if the situation is to large. Say a Wildfire hit. Pets will be allowed in some area but a Power Plant Emergency is to big and there will be no extra space. Plus food, water, and Waste Management takes up more space. So... Yeah...

I know this comment is an old one, but I thought I would reply. I did some research, and it turns out the zones listed (1-5) immediately surround the plant, and 8-9 are right outside those zones. They are picked based on where the wind is blowing, weather conditions, possible direction of plume going. The maps are online and are rather interesting.

I have always found the EAS strangely soothing, obviously it is normal to be startled by it, but it makes me feel protected, and connected, so that if there is ever a REAL emergency I will know.

@SuperVillaTube The EAS would be activated long before a steam explosion or meltdown could occur. I can't speak to US standards, but here in Canada the CNSC requires that all reactors automatically trigger alarms in the event of an excursion or thermal emergency. EANs go out when the sirens are turned on, so you'd know there's a problem as soon as the operators did.

Incase you still are wondering after 10 years if a nuclear power plant has a melt down or steam explosion then it releases radioactive fallout into the air, when it land it contaminates everything and can cause radiation sickness, temporary male sterility, and cancer in the long run. even though the plant wont make a nuclear explosion the fallout if hard to clean up like in Chernobyl in Ukraine
