I think the game only creates a new room based on luck im not a master coder but the game will choose a number based on the percentages like if its 25% it would be 1 in 4 if it would choose 4 then the game would not create a new room and the code would stop and go to the code on the bottom which would generate the clown cat room which means the room was not generated yet
