Step 1, determine budget, step 2 - buy newest tri-axle truck you can afford. Hire a good mechanic to check out the truck, you're gonna spend money, but it's money well spent to avoid buying a truck that needs too much money dumped into it.

In British Columbia a tri axle actually has 3 axles. drop axles are only allowed with special permit and I don't think I've ever seen one here. Also, many dump trucks here are equipped with solid rubber block over walking beam suspension.
