So until that time it would not have been possible to hold trials with defendants present. Afterwards a long period of negotiations led to the establishment of the Khmer Rouge tribunal. There are no statute of limitations for crimes agianst humanity and genocide, hence it is still possible to prosecute allegations of such crimes even 38 years later
