So are dwarves a playable faction in WH3? I haven’t got the game because I love dwarves and was under the impression that they wasn’t in it ?

Not yet. Just like they weren't in Warhammer 2 until Mortal Empires came out. We won't see any faction from the two previous entries until a few months from now when they release Warhammer 3's version of Mortal Empires probably. I doubt that we'll see any DLC for previous races quite yet.
