Castraction for sexual crimes was abandoned in general because it does not provide intended results, they just switch from real parts to artificial ones. Yes, you can only view a file by downloading it if it's not stored locally on your PC. You don't have to save it to view it, but you do still have to download it. That's what your browser is doing when it displays something online for you. It retrieves the data and stores it in local memory.
