You shouldn't set power management mode to "Prefer maximum performance". The only thing the setting does is to keep the clockspeed on your GPU maxed out at all times, even when you're on the desktop, and when it isn't necessary. This leads to higher power usage. Set it at normal, and the GPU will boost automatically when you're playing games

DLSS is far less effective at 1080p compared to 1440p or 4K, because of how upscaling at this resolution uses a very low render resolution. The the DLSS Quality mode renders games at just 720p before upscaling to 1080p, offering limited pixel data for the algorithm to work with.
