Just put together a optiplex 9020 sff with this card, i7 4790 32gb DDR3 250gb ssd. Installed Linux Mint and steam and was able to run Apex legends at 720 dpi.

Have you tried activating low latency mode in ultra? Apparently that improves the fps, it worked for me in Ryse Son of Rome and Star Wars Jedi Fallen Order, I have that same graphics card with an i5 4570

si esta a 44 grados esta bajo lo normal si estas jugando, si suena mucho de hecho es porque esta sobrerevolucionado y por eso te esta manteniendo esa baja temperatura puedes bajar la revolucion desde la bios pero te va a subir la temperatura, y creo que tambien lo puedes hacer desde el panel de control nvidia

Depende de la temperatura ambiental también. ¿Vives en un lugar caluroso? Si la respuesta es sí, entonces tendrías que encontrar la manera de refrigerar mejor la zona en la que tienes la pc, o limpiarla bien y configurar la velocidad de los ventiladores de la gráfica en el Afterburner (tienes que dejar que el programa se abra desde el arranque de Windows si decides hacer esto).

espero sea verdad, por que voy por una de esas tarjetas graficas, o una mejor que cueste igual 30$ me parece impresionante no hallas probado Skyrim elther scroll V, muy mal de tu parte. o xcom 2 war of chowsen. pero bueno probastes otros que jamas he podido jugar. mis saludos y respetos por ese de mafia 2 especial edition remaster,. me suscribo.
