Due to the fires at Crovans Gate, Topham Hatt had decided to let Whiff be part of the railway museum at Vicarstown due to him being the cause of it, by accident, due to his hot cinders. With that Victor was doing the work alone until the works told him that they'd bought a new crane called Kevin to help him.

The fire at Crovan's Gate has always been a mystery since it was brought up a lot more. I like that you included your own explanation for it.
