It will be hard to get it normally since there isnt a specific banner for him as of now you can summon on, i recommend you save your shinobites (gems) for the 4th anniversary which is in November to summon on the upcoming characters

for klm minato you could also do the instacast 4* jutsu the trap clear for that confusion then proceed to ur ulti, i always do this and chances of me failing Is really low
