What I'm hoping is that the WWE and TNA are co-ordinating on next steps for talents like Izzi. There are going to be some people that aren't ready for the main roster in WWE, and are taking up space in NXT that could otherwise be used on another NIL prospect. TNA would hopefully be able to give these people the time and care for them to find that next step. There have been a few too many NXT prospects that just got lost under Vince McMahon call ups, and TNA would hopefully be a safe and organised environment. They may even pick up a few people who then want to help build TNA and not just be aiming to make their way back to WWE

I think HHH is trying to set up NXT as a developmental brand for wrestling in general, not just WWE. They are approaching a point where they can't just keep adding people to the WWE main roster, so having TNA pick up and develop some NXT departures may make sense for all parties
