I can't understand why a man with that much wine can be such a grumpy old toad. It's just a few thousand denarii, Caesar, lighten up!

It's a vicious cycle. I lose Caesar's money, so he gets mad and throws a wine goblet at his marble column, now he has less wine and still out of money, so he throws more wine goblets, soon he is very thirsty, has no wine, needs a new marble column and still doesn't have any money.

This is demonstrably false: Neptune does not require a trade route to give his blessing. Fire up the Career Capua, build a handful of tents, a clinic, engineer post, prefecture and a temple to Neptune. He will bless you even with no trade routes open,

The farmland is a bait, you can't fit 9k people if you use that space for farming.

@@DDRJake I was already thinking of how to game the system and get the pop and prosperity. Stockpiling imported food in the early game is part of the strategy. If you want to feed 9k people you need approximately 540 food units / annum. You can have positive prosperity if 30% or less of your city lives in slums and if unemployment is 5% or less. Praising Mercury for his blessing is also needed since he'll generously give you 24 units each time. My approach would be to keep prosperity at a decent level while stockpiling somewhere around 640 units of food and then when all the other goals are reached except for pop, just throw down a bunch of housing instead of the farms and use the stockpiled food to grow quickly to 9k. Starvation would ensue within less than 2 years, but hey, you should win by then.

Prosperity only grows at the turn of the year, and not by very much. I don't think your approach is feasible. And where are we going to store this vast amount of food? I'd love to be shown how, so if you take a stab at this map, please share your results.

@@DDRJake Prosperity can be grown by up to 10 points / year according to Caesar Heaven. Let's say 9 on this map because for the last point you need a running Hippodrome. The trick here is to keep prosperity from falling drastically in the first years and then building up all the stats to max on a 5000 max pop city while also hoarding food wherever possible. Once you have everything setup you can just delete the farming area and fill it with tents + marketplaces so that they grow. This should give you the victory within the next year, before stats drop too drastically or you run out of food. With 9000k pop this cannot be an eternal city, no point in building it as such. Anyway, I'll have a go at it tomorrow.
