This is a common occurrence. Most likely this is due to sediment inside of the internal water main. When the plumber turns the water off and back on, it has a tendency to loosen up the sediment creating similar issues.

@@W9CR are there any municipalities that allow PEX from the water main to the inside meter? That would a new one to me, and I don't know if there have been any studies about durability of PEX for that particular use.

@@peterstockschlaeder956 Here in Florida they use plastic (pex?) buried as water main and up from the meter to the house. I have a 2" feeding my building downtown and it has 4, 3/4" meters feeding each unit.
